Great post!! Once again, so many inconsistencies that don't make sense. I can't imagine a parent not knowing which arm their kid's burn scar is on. Parents don't mistake those details. No matter how hard I try to think about it logically, I can't make him hitchhiking make sense. Especially if he ended up meeting up with friends later. Why not call for a ride? It sounds like the whole story has been made up! And I can't get it out of my mind that the pic of "Hicks" looks like someone pretty well known. Could be a coincidence, but I get "actor" vibes from that photo. Like I know that face... from somewhere...
There are records for Hicks but the SSN anomalies are very questionable! And the physical description anomalies too. I’m doubtful as to whether he ever made it to the park, going from the original missing persons reports that were filed. They both align with him last being seen by friends and family (friends being the key word) when dropped off to hitchhike to his destination. Interesting how the supposed friends who saw him at the park are only mentioned by chance in the 1991 report..
I still have a hard time believing Hicks existed. I'd question even official records, at this point, I've discovered that a paper trail of official records isn't necessarily proof that someone existed because I've found a ton of fake records for fake people!
Most of the 20+ people I've found with new identities have all the documentation of both their original and fake identities, including SSNs, state birth certificates, drivers licenses issued under both names, etc.
One of them faked his death in 1999 and has records for his original and new identity, and then he actually died sometime in 2014ish, and he has official records for that death, too, including another SSN in the death index.
And get this... the guy I knew in person who faked his suicide in 2007 and started using a different name - his fake name has official records just like his birth name. And one of the "victims" I found out never existed (I found photographic proof he is actually someone they claimed is his brother), his fake name and SSN are in the death index and he has records as if he was a real person under both names.
It's too bad Jeff's case is so old there isn't much content to sift through from family and people connected to the case. I'd imagine most people involved are too old to be posting old photos on social media.

Yes, the "unknown ID number" make me feel the same way. When I watch the photo of Steven Hicks, I see very clear he look like his father. BUT when he was missed really, and what circumstances, and why - impossible to know. But I am more and more sure Jeff never met this guy, and just have been used to explain the vanishing of the person - officially.
It is possible that he really existed and his parents went along with the plot for some reason. Like maybe Hicks never even died, and he was in some kind of trouble and was given the role to play. I always wonder where are his friends, did they ever speak on tape with their own voices or do we just have narratives and summaries of what they said written by police? Where are they now? Whatever happened, Hicks was definitely used to create a start to Jeff's alleged "crimes."

And yes, the allegations are that and nothing more - incomprehensible, impossible, and completely illogical to boot.

No one who really knew Jeff closely, except his parents, who have now passed. No one who should have spoken up if they were allowed a platform.

I have been thinking about this case and I sometimes wonder if Jeff was offered an enormous sum of money by the catholic church ( I cant spell archdiosis)) to play along, and confess to all these crimes, to fool America into believing the crazy details around this story. Key characters do have connections to this church, that's true. And they defended accused priests despite the growing problem there. The case was a great distraction from it all at the time. It served other agendas well too - drawing national attention in what was a presidential election year, with the winning party manifesto rooted in tackling crime and inequality amongst minorities, with a strong racial undertone (everything that the Dahmer case entailed). Politicians used it to leverage their campaigns, naturally. The case created distraction (from the church), fear, division..and thus support. Countless profits were made from the endless films, books, documentaries etc that followed. The Milwaukee Journal Sentinel, which was experiencing difficulty at the time, gained bumper profits from being the main carrier of the story...and so on. As for Jeff - the post about Hollywood connections uncovered his talent agency letter which details his personality rights to be used for all this. A lot of money can be made from that (film rights, book rights etc). Oddly, the building manager, Sopa Princewill, of the Oxford Apts where Jeff was reportedly living at the time, repeatedly mentions Jeff's Democratic political interests throughout his self-published book, despite this having nothing to do with the narrative.
